Notes In this study, we were not facing an American community in the real or realistic sense that was in effect in Egypt, and the conditions of other foreign communities were like the Greeks, Italians, French, and others. Rather, we were facing people who were not Americans in general - but who were covered by the protection of the American consul in Egypt, benefiting from the system of foreign protections that prevailed throughout the Ottoman Empire. It is true that there were Americans who came to the country for various reasons, but in general they were not residents there, but rather they were visitors, transients, or tourists. They did not form a resident community like other Greeks or Italians, for example. It was for all these reasons combined, in addition to the great geographical distance between the United States and the Eastern Mediterranean region, that it favored the idea of supporting the establishment of diplomatic footholds in the Eastern Mediterranean like the rest of the major countries, benefiting from the system of Western protections prevailing in all parts of the Ottoman Empire, and not for a clear purpose like other European countries that had been present for earlier periods, by virtue of the fact that they had a more established political reality in their country, as well as the geographic proximity of their continent to the region. Even the economic aspect, which is the foundation of American life and personality in all its formations and details, was not clearly present in Egypt for various reasons. However, this American consul and those under his protection had many practices in Egypt, taking advantage of the fact that they were living in the golden period of the consuls, in which many foreigners from this country invaded without deterrence or rebuke. This is what the study discusses in detail through the records kept in the National Archives.
