Notes The research aimed to shed light on the departments of the administrative apparatus, its positions and tasks in a city with administrative positions from the leadership of Kairouan, who is considered a governor with military influence, researching Kairouan, starting from the Ottoman control and the beginning of the new structure of the administrative system, passing through his powers and functions, the kahiya or appointed commander and his deputy, and what are his administrative tasks and actions. The judicial authority and its role in administrative organization, and the role and tasks of customary sheikhs, police and criminal courts, and martial law. The fatwa and tax collection detailed their administrative roles and their importance in the administrative and organizational apparatus of the city. The research touched on the areas of administrative expansion in Kairouan, the military systems, and the nature of the administrative organization of the military structures in the city, from the plan of the military corps to the special structure and the reserve category, or what is known as the Zawaoua military. The research also includes a number of documents from letters belonging to the Tunisian National Archives that express the administrative reality prevailing in that period.
