Notes	Turkish policy towards Africa witnessed important developments over time periods that began before the Ottoman era and then developed during the Ottoman era when the Ottoman Empire played an important role in maintaining security represented by confronting Portuguese interventions in North Africa and sending military aid. Thus, the Ottoman Empire was able to develop its policy towards Africa for important considerations, which was based primarily on employing the religious factor and spreading Islam for the sake of African acceptance of the Ottomans in African lands, and then achieving economic, strategic and political motives. Later, these relations declined during the Republican era due to the weakness of Turkish political and economic capabilities on the one hand, and the Republic’s orientations towards the West and the severing of relations with the Arab-Islamic East on the other hand. According to the belief of Turkish politicians at the time, the relationship with Africa did not benefit Türkiye with regard to its orientation towards the West in order to join the European Union. Under the Justice and Development Party, the Turkish government led by Recep Tayyip Erdogan has placed the African continent at the top of its list of foreign interests. This interest was embodied in enhancing political, economic and cultural rapprochement through openness to Africa and Turkey’s announcement of its new strategy to develop its economic relations with the African Union countries by providing Turkish development aid to the African continent through projects, investments and trade exchange between the two parties, in addition to spreading the Turkish language and culture by opening schools and universities.
