We do not avoid the truth if we say that most of the studies that dealt with the history of Iraq during the Ottoman era have focused on studying the political conditions in general, leaving a large void in the study of the local history of its cities and their specific conditions during the era of Ottoman control. Many historical studies have appeared on some of the major Ottoman states, including the state of Mosul, but there is still a wide, fertile field awaiting the efforts of researchers to uncover some aspects of the history of this city, including the period that the researcher chose (1834-1843), which constituted an important era in the history of this city through the efforts undertaken by the governor Muhammad Ince Bayrakdar in consolidating the central Ottoman rule in Mosul after eliminating the Galilean emirate, which was independent under this state for that period. (1726-1834) and a number of Kurdish emirates (Sorani and Bahdinani). After completing this mission, Al-Bayraktar was busy throughout his term in Mosul with implementing his reform program. To him is credited with laying the first building blocks for the reform policy in Iraq, which will be discussed in the course of this research.
