The research presents a historical study of the political refugees and Ottoman exiles who came to Cairo in the period from 872 AH to 923 AH, corresponding to 1468 to 1517 AD, and the policy of the Mamluk state in dealing with those groups, as well as the political and diplomatic implications of those groups, and how the Mamluk Sultanate benefited from them. The study clarified the role of the Mamluk state and its desire to preserve the internal and external security of the Mamluk state, and to consolidate foreign relations with neighboring powers through its dealings with political refugees. The study showed the role of the Mamluk state’s diplomacy in trying to resolve political and military crises, and to benefit diplomatically from the policy of peaceful openness with neighboring powers. Finally, the study clarified the policy of Sultan Qaytbay and Qansuh al-Ghuri in dealing with these groups, and their role in exploring how to protect the Mamluk state from external dangers in times of crisis.
