In this study, it becomes clear to us the strategic importance of the location of the Emirate of Kuwait. Which made the major countries compete to control it in various ways, especially during the era of Sheikh Mubarak bin Sabah (1896 - 1915€). Sheikh Mubarak faced the pressures that surrounded him with diplomacy, always stressing the independence of the emirate politically and economically, and his relationship with the Ottoman Empire depended on neighborhood relations and religious loyalty to it and to the Ottoman Sultan only. When the Ottoman Empire began to pose a threat to his emirate, he decided that force could only be repelled by force. He turned to the British government controlling the Arabian Gulf region and concluded a protection agreement with it on January 23, 1899, stipulating the protection of the Emirate of Kuwait from external dangers in exchange for a pledge by the ruler of Kuwait not to conclude any agreement with another country except with the approval of the British government. From this standpoint, the British government had an important role in resisting the Ottoman presence to control Kuwait - whether it was political, economic, or military control or the forces supporting it such as Yusuf al-Ibrahim or Abdul Aziz bin Rashid, and when it occupied the state. The Ottoman Empire seized parts of northern Kuwait in 1902. Britain officially protested this, and sent naval ships to monitor the situation and limit the advance of the Ottoman forces. Finally, a political border agreement was concluded between the Ottoman Empire and Britain in 1913. Thus, we see that the British government had an important role since 1899 AD in protecting the Emirate of Kuwait and resisting the Ottoman presence until they withdrew the Ottoman Empire from Iraq in 1918, after World War I (1914-1918), and thus began a new era of Kuwaiti-Iraqi relations.
