The subject of the study deals with Ottoman-German relations before and during World War I (1883-1918 AD/1301-1336 AH) by examining the time period that shaped the nature of international relations between the two parties. In view of the successive crises that the Ottoman Empire experienced; As it was suffering from international pressure and ambitions on its lands from major European countries such as Russia, Britain, and France. Therefore, the Ottoman Empire sought to establish relations with Germany, especially after Germany showed its sympathy with the crises of the Ottoman Empire at the Berlin Conference in 1878 AD. The study aimed to shed light on the development of relations between the two sides during the period under study. The beginning of the Ottoman-German rapprochement appeared clearly in the field of exchanging military experiences in training the Ottoman army, and this was followed by discussion of the economic projects that took place between the two countries. The study showed that the Ottoman and German sides had their reasons for concluding this friendship. Germany saw the lands of the Ottoman Empire as a fertile field for establishing its civilizational projects, which represented the establishment of a railway network between Germany and the Ottoman territories, benefiting from its various territories, and competing with the great powers of the time, such as Britain and France, in gaining possession and influence over its various regions.
