Notes Throughout its history, the State of Kuwait has faced great challenges in order to gain its independence and get rid of foreign dependency. It made great efforts to first get rid of its dependency on the Ottoman Empire, but in return it was forced to enter into a protection treaty with Britain in 1316 AH / 1899 AD, and it remained so until it was able to gain its independence in the year 1381 AH / 1961 AD, and at that time it was exposed to another crisis represented by the exit of Iraqi President Abdul Karim Qasim demanding the annexation of Kuwait, given that it was a mayor of the state of Basra during the Ottoman rule. The government of the Soviet Union supported its ally, President Abdel Karim Qassem, in that crisis, and refused to recognize the independence of Kuwait. It also rejected all forms of communication with the Kuwaiti government, and because it had veto power in the UN Security Council, it was able to obstruct the issue of recognizing Kuwait’s membership in the United Nations. This remained the case until a coup occurred in Iraq that overthrew Iraqi President Abdul Karim Qasim in 1382 AH/1963 AD. The Kuwaiti government at that time seized the opportunity and reconnected with the Soviet government, which finally changed its mind and recognized the independence of Kuwait, established full diplomatic relations with it, and voted in its favor in the Security Council in 1383 AH/1963 AD.
