Notes The lands in the Al-Muntafiq District were subject to a special status, as most of its lands are owned by individuals who have no relation to the land, while the actual stewards of them are people who did not own the land and it was not granted to them by obligation, and they cling to their rights to the land on the basis of residence and disposal and provide proofs and evidence of its legality, and when their claim was based on custom and habit more than it was based on laws, this led to the occurrence of disputes over the land, as the matter reached the point that the actual stewards of the land prevented the owners from Building houses for their residence in these lands. When Midhat Pasha came to the governorship of Baghdad in 1869, he worked to settle the clans, transfer the Bedouins to new areas, and replace the nomads with stable communities. His aim behind this was to destroy the tribal system by abolishing the collective ownership of the land and converting it to individual ownership through the delegation of lands. The policy followed by the Ottoman Empire was to perpetuate feudalism in the district.
