In this article, the city-state relationship in the Ottoman period was examined in the case of Mardin, without confining either party to subject-object contexts. The city and power relations were explained by evaluating the basic indicators of the level of dependence on the center in the Ottoman provincial administration. The level of relationship between the Ottoman bureaucracy and apparatus in the city and the local power groups was discussed at the economic and administrative level and the relationship types were questioned. In the study, which focuses on the pre-Ottoman modernization period, it is evaluated that the political history of Mardin consists of the struggles of local ruling groups to establish a sphere of power for themselves.
