Notes
Through its precolonial, colonial and postcolonial history, Algeria constitutes the most diversified example of the rentier economy. The Ottoman conquest blocked its transition to the tributary mode of production, but made it possible to maintain extremely effective community structures for prolonged and sustained resistance against French colonization. France avoids the solution of Latin American independence, but it cannot accept equality of rights and duties either. In its revolution, Algeria constitutes itself as leader of the third world liberation movement. The discovery of Saharan oil provides it with the economic elements for this role in the strategy of state investment of rent, which is increasing because of the North-South conflict. However, Algeria does not escape the inefficiency of the classes, the State which is formed on the basis of these rents. Economic and political liberalization continues in a context of acute conflict between secular forces and an ascendant Islamism. Through the failures of its rentier development strategies, Algeria retains know-how potential which lends itself to other, more effective development strategies. Through the acute conflicts between the various political liberation movements, Algeria arrives at the need for consensus which opens up to it more than to other third world countries the path towards modernity. - By its pre, colonial, colonial and post colonial history Algeria forms the most diversified example of economic investor. The Ottoman conquest stopped its transition to the method of tributary production, but enabled it to keep its extremely efficient community structures for a long resistance kept up against the French colonization. France avoided a Latin, American independence solution, but neither could it accept equal rights and duties. In its revolution Algeria makes itself as leader of the third world liberation movement. The discovery of petroleum in the Sahara gives her the economic elements for this role in the state investment strategy, which grows in the north South conflict. However Algeria doesn’t escape from the inefficiency of a state class which is formed as the basis of this investment. The economic and political liberalization is pursued in the frame of an acute conflict between lay forces and a rising Islamism. Through its strategic failures for developing investment Algeria keeps a potential know how which adapts to other more efficient development strategies. By means of the serious conflicts between the various political movements for liberation, Algeria ends up at a necessity for concensus opening up the way to modernity for her more than for other third world countries.
