General Principle: All persons, whether Belgian or foreign, old or young, who are present or have their permanent residence in the commune but have left there temporarily, are recorded in the civil registry. (Third article of the King's Arrété of 30 December 1900 and General instructions article: 4). 35. Rules regarding the determination of permanent residence: As seen in heading 26 above, it is not possible to determine and determine the issues that constitute permanent residence in an almost absolute manner.
