Notes The establishment of the Council of Europe, in which we are a member, is one of the major political events of the end of the Second World War. In this article, we leave out of our topic both the political importance of the Council and the economic, financial, political, cultural and social issues that were discussed and discussed at the Strasbourg meeting of the Council from 10 August 1949 to 9 September 1949, and the decision was taken as a result of difficult discussions after being the subject of long discussions in the Commission on Legal and Administrative Issues and in the assembly. We will try to briefly explain the issues of Human Rights, Fundamental Freedoms, and their Collective Guarantee.
