Last Meeting Minutes
The General Assembly of the Democratic Party Parliamentary Group met on Tuesday, February 7, 1956, at 15:00, under the chairmanship of Haluk Şaman.
I- Attendance was made. Since it was seen that there was a majority, the session was opened.
II- Before the last meeting and the budget negotiations, two minutes of the last meeting were read.
III- Presentations;
A- It is believed that Seyhan deputy İsmet Uslu was re-admitted to the Democratic party and Kastamonu deputy Ziya Terman and Zonguldak deputy Cemal Kıpçak were elected as D.P. The memorandums dated 23 February and 20 March 1956 and numbered 0952/183-04/1408/183-53/1409/183-55 received from the general assembly regarding their dismissal from the Group were read and presented to the Group.
B- The memorandum from the Presidency of the Parliament was read for the President of the Italian Parliament to submit the names of 7 members of our group to accept the invitation of a delegation from the Turkish Grand National Assembly to visit Italy. The deputies whose names are written below were chosen by lot from among those who had not participated in the travels before;
Mustafa Gülcügil (Denzili), Celal Ramazanoğlu (Hatay), Zühtü Hilmi Velibeşe (Isparta), Nebil Sadi Altuğ (İzmir), M. Rüştü Özal (Konya), Hüseyin Ülkü (Niğde), Mahmut Goloğlu (Trabzon).
C- The second memorandum from the Presidency of the Parliament was read, regarding the enumeration and notification of the names of 8 full members and 8 substitute members of our group who will participate in the 8th meeting of the European Consultative Assembly to be held in Strasbourg on 16 April 1956 to represent our country.
In accordance with the principle decision taken by our group on May 3, 1955, as a basis for the election of the groups that will participate in the European Consultative Assembly, the delegation convened with the participation of the Parliamentary Presidency Council, the D.P Parliamentary Group council and the Board of Directors, and one of the expert reviewers of our Group, determined 30 people among the members of our group, 28 of whom were independent, and 2 of whom were independent. has been presented.
On this issue, various orators expressed their opinions and opinions on the principle of procedure, the size of the delegation that will go, and whether the substitutes should participate or not. After the issue of not electing independents was accepted, İzmir Deputy Nuriye Pınar and Niğde Deputy Zihni Üner were added to the list of 28 people submitted to the General Assembly. Among the various proposals regarding the participation of reserves, the most contradictory proposal was Hüseyin Ortakçıoğlu's.
It was presented to Rey. It was accepted. There is no room left for other proposals to be submitted for votes. At this time, it was decided not to send spares. Subsequently, sealed lists were distributed. Three classification committees were selected. The session was adjourned for half an hour until the end of the classification.
In the second session, as a result of the Classification, it was presented to the General Assembly that the deputies whose names are written below were elected by receiving the votes shown in their rows. Hamdi Ragıp Atademir 194 Konya, Basri Aktaş 178 Kastamonu, Mehmet Karasan 164 Denizli, Zeyyar Mandalinci 153 Muğla, Hayrettin Erkmen 152 Giresun, Baki Erden 138 Siirt, Muzaffer Harunoğlu 123 Trabzon, İsmail Şener 122 Trabzon.
Due to the lateness of the time, the Meeting was terminated to meet at 15:00 on Tuesday, April 10, 1956.
