Last meeting minutes
The Democratic Party Parliamentary Group convened at 15:00 on Thursday, February 12, 1959, under the chairmanship of Deputy Bursa Deputy Mazlum Kayalar.
A roll call was made and it was determined that the majority was present and the session was opened.
The minutes of the last meeting were read and approved.
Head; Declare that the Group Board of Directors has made submissions:
During the discussion of the budget in the General Assembly, those who would speak as group spokespersons or on their own behalf were determined and the majority of them were requested in writing, and those who wanted to speak on any budget other than these friends would have to register their names by the evening of February 13, 1959;
Starting from the second day of the budget negotiations, the Parliament will convene in three sessions: in the morning, in the afternoon and in the evening;
Limiting the speeches to 15 minutes after the discussions on the budget in the general assembly;
Efforts should be made to ensure a majority vote on laws to be submitted to open vote;
The delegation stated that the Presidency appealed to the dutiful feelings of the deputies regarding the issue of ensuring the majority in the General Assembly and that they submitted these issues to the approval of the Group and that they would give the floor to those who wanted to speak.
Some deputies and Prime Minister Adnan Menderes made speeches on this issue and stated that it was necessary to act cautiously in budget negotiations.
Antalya Deputy Burhanettin Onat; Taking the floor off the agenda, he asked Prime Minister Adnan Menderes to give information about the Cyprus negotiations taking place in Zurich.
Group Chairman Yozgat Deputy Atıf Benderlioğlu spoke about the procedure and said; He declared that although an agreement had been reached between the Turkish and Greek Governments on this issue, contacts with England had just begun and, therefore, it would not be right to discuss this issue.
Prime Minister Adnan Menderes confirmed this statement and made a general statement about the positive effects of this agreement on world opinion.
It was reported that some of the deputies who spoke during these speeches gave up speaking, and Bursa Deputy Agâh Erozan and then Antalya Deputy Burhanettin spoke in turn.
Moving on to the questions:
Samsun Deputy Nüzhet Ulusoy's oral question from the Minister of Finance regarding the recent raises of civil servants and employees and what kind of income source is envisaged for these administrations if the raises are extended to those working in Municipalities and Special Administrations, was postponed to the next hearing since the questioner was not present at this hearing.
Deputy Minister of Education Celâl Yardimci answered the oral question of Adıyaman Deputy Şefik San about whether there would be a high school, a teacher's school and a secondary school to be built in the 1959 fiscal year and where they would be built and the reason why the construction of Adıyaman high school was excluded from the 1959 fiscal year program. Following the questioner's speech, the question was answered.
Afyon Karahisar Deputy Orhan Uygun's verbal question from the Minister of Education regarding why the Sincanlı district secondary school building and another building that was planned to be used until its completion were not used, in which districts and sub-district centers were opened in 1958, and why the Sincanlı secondary school was not opened, was left for the next hearing as the questioner was not present at this hearing.
Deputy of Health and Social Welfare, Lütfi Kırdar, answered Kastamonu Deputy Münif İslâmoğlu's verbal question about the reason why the nurses and midwives at Afyon State Hospital were placed on deputation order and then started to work because they attended the political meeting.
After the speeches of the questioner and some other deputies, the question was answered.
Since the time was late, the discussion was terminated by declaring that the following meeting would be announced separately, as Thursday, February 19, 1959 could coincide with the time when the budget would be discussed in the General Assembly.
