It is the arrangement of Şeref en-Nevevi's work. This work of Nevevî is also known in the sources as Mesa'il el-me'sure and uynu mesa'ili'l-muhimme, Fetava'h-Nevi. Although Brockelmann showed this work of Nawawi as a separate work in his Fatawa, it is not true, it is two parts.
