This annotation was prepared by the Ministry of Education on 17 Cemaziyelahir year 1321 and fi 17 August year 1319, upon the decision made in the Tanzimat Department of the Council of State and upon the examination and approval of various ulema-i kirâm and fukeha-ı untisam people in the Fetvahane-i Aliye. It was subject to the license dated 64/122.
It contains some important details of the Court of Appeal regarding the renovations and official regulations of the mosque and the land until 1321, and even though it is the last published work for the land law, the meanings and explanations in the other commentaries that were previously included are also included in this comment.
On the additional pages at the beginning of the book, there is a "Special Statement" article about the work and an "Index" of the work. The additional pages at the end contain the "Hata-Sevab Table".
