| Notes | Despite the promulgation of the fundamental pact, the new reforms did not, in practice, take effect. The French and English consuls therefore continued to remind the Tunisian sovereign of the importance of judiciary reform in particular and offered to create a senate to assist him in this. Mohamed Bey's successor, Sadok Bey, promised to complete his predecessor's work and create a deliberative assembly. On 1 July 1860, the completion of the new reforms was announced. On 17 September 1860 in Algiers, the bey solemnly handed Napoléon III a copy of the richly bound text. Proclaimed in January 1861, the constitution was put to effect the following 23 April. |
