Praise be to God for His hidden and apparent blessings... And then: He is most deserving of what the types of wisdom and sciences have been given to him, and it is obligatory for him to be advised in specifics and in general, whoever God Almighty has entrusted with the affairs of Islam, so he has organized its rulings according to the most appropriate purpose and the best system... And this is a summary of the sentences of the Sultan’s rulings, and a rejection of the Islamic rules, and a mention of the funds of the treasury and its destinations, and what is valid of its giving and fiefs and the estimation of the giving of the soldiers... I have named it according to what senses its meaning and results in its requirements. It is: “Tahrir al-Ahkam fi Tadir al-Ahkam al-Islam,” and it is arranged in chapters that gather the purposes of the book
