The author was born in Manaz Jurd on the eastern Euphrates near Lake Van in the year 288 AH/901 AD. He traveled to Iraq and resided there for 25 years. He traveled to Morocco in the year 328 AH/939 AD, then entered Cordoba during the days of Abd al-Rahman al-Nasir and died in Cordoba. His books include: Al-Barākī in the Language, Al-Maqsūr, Al-Mamadūn, and Al-Mahmuz, Proverbs and the Fighter of the Knights, Sharh Al-Mu’allaqat. This book on news and poetry was written by the author in Cordoba for its emir, Al-Hakam bin Al-Rahman, and the author described his book in the preamble by saying: (I never tired of memorizing this book in the forest in Cordoba, and in the Grand Mosque in Al-Zahra Al-Blessed, and I deposited types of poetry, types of proverbs, and oddities of languages, although I did not mention in it a section of the language without satisfying it, nor any types of poetry without choosing it...).
