It is a long narrative, in which the author begins by talking about the functions of the judge, the police officer, the custodian of inheritances, the superintendent of the endowment, and those with plans and mandates. He points out what was characteristic of the masters of these plans in his time in committing injustices and plundering money. He mentions the list of judges of Fez since Judge Issa bin Allal, successively, until the era of Sultan Suleiman, when the era of oppression and injustice ended. When Mawla Abd al-Rahman succeeded him, he made the judiciary a whip of torment for the oppressors and the disobedient, and he was concerned with choosing each and every one of them. Someone who is qualified to judge, and someone who is characterized by justice and virtue. Then things changed, and dark plans took over and someone who does not spare people’s money, because of the domination of some writers and ministers over the state.
