Hajj Khalifa attributed this book to the grandson of its author, namely Muhammad Ibn Abi Bakr Ibn Abdul Aziz Ibn Muhammad Ibn Ibrahim, Ibn Jama’ah (d. 819 AH), and Duaa Badr al-Din, whose correct name is Izz al-Din. The book is one of the most important books written by Muslims on the subject of “Sultanic Rulings,” with a keen interest in the state of the Islamic state during war, its duties, and how to manage armies (its title was mentioned in some sources: Tahrir al-Ahkam fi Management of the Army of Islam). It is organized into 17 sections, which are: 1 - On the obligation of the imam and the conditions and rulings of the imam. 2 - In what is for the Imam and the Sultan and what is owed to him in what is delegated to him. 3 - In imitating ministers and representatives and the duties they receive. 4 - In the princes taking several measures to wage jihad against the enemies. 5 - In preserving legitimate conditions and promising satisfactory positions. 6 - In taking soldiers and equipment to carry out the obligation of jihad. 7 - On the Sultan’s giving, its destinations, and the types of his fiefdoms. 8 - In assessing the contribution of the soldiers and what the people of jihad deserve. 9 - In taking horses, weapons, and notables for those carrying out the obligation of jihad. 10 - In the status of the Diwan and the sections of the Sultan’s Diwan. 11 - On the virtues of jihad, its introduction, and those who qualify for it as protection. 12 - On how to jihad, fight, and be patient in fighting heroes. 13 - About the spoils, its parts, and the details of its provisions. 14 - Concerning the division of the spoils, who is entitled to it, and what the rulers are required to do regarding it. 15 - Concerning truce, security, and the provisions of trust. 16 - On fighting the people of oppression and the people of Islam, and what is required of the Imam in fighting them. 17 - On the armistice contract, its provisions, and what must be adhered to.
