His Excellency the Grand Observer, the most beautiful appearance we see is what we always see of the connection between the two honorable elements, the French and the Moroccan, by participating in holidays and celebrations, human signs on the faces, and movements of joy that mix the hearts under the symbol of freedom, brotherhood and equality, those three regions on which the noble edifice of the French nation was built. Goals of pride in what they sacrificed their lives and souls in order to demolish the factors of tyranny and selfishness and build the monuments of freedom and humanity. Therefore, it was the best day to take as a holiday. This auspicious day in which the promises of the text and victory were fulfilled and people attained the honorable position of their exaltation. Human beings demonstrated this day in which they fulfilled the call for dignity and emerged victorious with the banner of leadership. For this reason, I have the honor to stand before you and recite expressions of congratulations on behalf of the gentlemen who are present to represent the residents of this city. Al-Zahira, to Your Excellency, O Grand Controller, and to all the distinguished employees, and we have the good fortune to participate in this joyful release, as we were able to express our full thanks and gratitude to Your Excellency for your good endeavors to bring back the well-being of the residents of your area of influence, especially this city that is clothed with your attention and concern for its affairs, indicative of all its manifestations, the richness of sufficient competence and a lofty mission, as well as to all the employees of your administration. In addition to the distinguished observer, the administration man, Seu Courtin, the head of the works of Blida, in whom we always see that French activity and that smoldering turmoil that enumerates the huge benefits for this magnificent city. Please, His Excellency the Grand Controller, accept our feelings towards your happiness and the happiness of the noble French nation. We also hope that you extend our sincere congratulations from us and from the people of the Zahir Front to His Excellency the Resident Minister, the great Monsieur Lucien Saint, and to the men of the protecting government, with our long hope. Its joys and increased happiness and the happiness of the honorable state under the shadow of our great Sultan, may God perpetuate his support and exalt him, Thursday, July 14, 1932.
