Praise be to God alone His Excellency the Grand Controller, our Master, I have the honor to extend our sincere congratulations on my own behalf and on behalf of these eminent gentlemen who represent before you the inhabitants of this happy town, in which we are extremely honored to have in its highest position a departed like your Excellency, known for his integrity and uprightness, on the occasion of the advent of this blessed year for which all hopes are pinned, and we hope to God that it will have a good horoscope. Public peace must be enjoyed by everyone, and especially by the state that stands barefoot and raises the banner of freedom and human brotherhood, and that the seeds planted by the magnificent French state in the sea of the past year bear fruit, the reconciliation of the relationship between peoples. The whole world has lost great services that are rightly recognized and valued. We all hope that the French people will be happy and rise in the glory of contentment and progress. There is no doubt that their leaders reinforce this acknowledgment of the immortal deeds undertaken by the state. The majestic republic with these honorable deeds. Whoever saw yesterday the lethargy that weighed heavily on Morocco and the shackles in which it was burdened by the disease of ignorance, and looks today with the eye of foresight, and what is rapidly renewed every day in his rise on the paths of sophistication, materially and morally, will know that the French genius has manifested its brilliance in him, and there is no wonder about that, since the French people are a people known for activity, civility, and destruction, and with these advantages, all obstacles were crushed before them, so the nations of the past were It builds its glory on conquest with the sword and weapons, and on building strongholds and prisons, trampling on the eyelids of people with its approval. France saw that the great soul refused to build his happiness on the ruins of the misery of others. It is more beautiful than that. We saw it. If you participated in the building, it differed from them in meaning. So what did it open? It opened the ground with the plow. The result was that the armies of the poor departed and were defeated. It spread the seeds of love and farewell in the hearts of the people, thus producing reconciliation and destruction. It built strongholds and hospitals to fight diseases and helped. The wretched people have diminished their infirmities and symptoms, and built upon the ruins of the prisons homes for knowledge. We saw the brigades of ignorance, and its plots are not twisted against anything. And with this high degree, this cooperation between the people resulted from which the happy Morocco reaped this blessed movement, for which the history of the Monarchy was shaken. By what circumstances will this be written in the history of the great France, and what glory is higher than this? May God live the reform and live its men, and we seize this opportunity to renew to you, Your Excellency, the Grand Controller. We extend our thanks to you for your kind attention to the residents of this happy city, as well as to the famous reformer and head of Blida’s administration, Al-Messo Zaboa. He was an example of wisdom and warmth in this town, and we ask His Excellency the Grand Comptroller to be kind enough to extend our congratulations to His Excellency, such a noble country, Resident General, Minister Monsieur Setti Tinya, for the respect and gratitude he has in the hearts of all the inhabitants of this happy country for his always secret intentions. The good deeds and the commendable merits that are renewed at his hand, as well as for all the men of the government and the language of submission. We raise our prayers to the majesty of our Lord the Imam. May God, with his splendid countenance, set right the affairs of the private and the public on the third day, the first of the months, 1929.
