Praise be to God, His Excellency the Grand Comptroller, on the occasion of the opening of the New Year, these gentlemen came from the eyes of the notables of this happy city to have the honor of representing its residents in your presence, and I have the utmost honor to extend to Your Excellency, on my own behalf and on their behalf, my sincere congratulations on the opening of the New Year, which we hope will be a good usher full of joys and all kinds of good deeds for all humanity, especially the two magnificent countries and the noble and noble province. As for the departing year, it is no secret that its episodes were happy in general, but they were ungrateful. What I gained from the great incident that took place during the visit of His Excellency the President of the Republic to the magnificent state of His Majesty the Imam and the honor of this happy delegation to receive him, and what will result from this in the increase of communication and connection between the two respected peoples, the benefits of which have begun to appear at all times and are supported by what we witnessed during the visit of His Excellency the President and what was met with in every place of joy and heartfelt relief. There is no truer proof than what the population has shown of their attachment to the luxurious and protective state, and the talk is still going on at all times. The clubs speak about the morals of that great man and that he deserves to be a good example for great men. We all note and extend our sincere thanks to the respected state for the great work it has done this year, especially the ongoing fight against the locust disaster until it reduced its impact, and its initiative to extend assistance to the farmer by lending him seeds so that his movement does not stop, because it knows that the country’s agricultural wealth and the happiness of its people are linked to the fertile years, and that is due to the determination of its representative, the Minister. The good Monsieur Lucien Saint, who was famous for his righteous deeds and was widely praised by the great white benefactor, Madame Saint, whose name in charitable clubs has become more famous than the fire of knowledge, and history will preserve her in the annals of the miserable, a memory that never fades. In the language of the general public, we extend to you, His Excellency the Grand Controller, great thanks and great admiration for your high merits. All the inhabitants of your area of influence admire the firmness, foresight, and justice that you have demonstrated. Your representative will make the state happy and its residents will be proud. Here is a dynasty for you. Many thanks and gratitude, as well as to all of your esteemed administrators for what we find in you in every project that brings good to the residents of this usurped city with the conduct of its work under your sound guidance, as well as to the honorable supervisor, Monsieur Kertan, the head of works of Blida, whose activity and determination this city saw in this short period of time in which he stayed, which is lamentable to him, and there is no wonder about that. Whoever knew Monsieur Kertan knows with certainty that he is a man of activity and courtesy, and he left behind great works. In the jobs you are working on, to ensure that the White City will benefit from his brilliant idea, thus increasing the advancement and prosperity of its city.
