Praise be to God alone. His Excellency the Grand Comptroller. I have the utmost honor to extend to you my special congratulations and on behalf of these distinguished gentlemen who are present before you to be represented by the inhabitants of this happy city. On the occasion of the opening of the New Year, His Excellency the Comptroller, we bid farewell to the departed year, and most tongues are wet with its praise for the outstanding works that have been accomplished in its past, which will result in the loss of comfort. The great French state has carried out great deeds during its breach, remember and be grateful for what Yazid is proof of the adherence of its noble people to the love of tranquility, the happiness of the peoples, and the service of the common good until peace spreads its white wings over human society. As for within the honorable province, we do not need proof that beneficial projects took place there after it became in full view.
