He had submitted the application in the year 1940, and an investigation was conducted on his application. It turned out that he was first sentenced to a fine of 200 francs for carrying out a crime in violation of the laws. Then, on July 3, 1939, he was sentenced to a fine of 100 francs and a fine of 500 francs for committing an illegal operation in European circles using modern tools.
