Praise be to God alone, our beloved, the eminent jurist, the best scholar, Sir Muhammad Al-Saffar. May God’s peace and mercy be upon you, for the goodness of our master, may God grant him victory. After that, the honorable people to whom the two animals were lost today from the state of Bab are more disgraceful than we. We arrested the state’s prisoner in prison after he was testified to admitting possession of the two animals from the hands of the one who brought them to him. The people of the desert, although there is a need for a state to be on the safe side, and only those with money can take charge of it and guarantee what is expected of such things, and what is happening is that these people are planning to collect the price of their animals and go on their way.
