Praise be to God, our lover and servant of our earthly Lord, the jurist, Mr. Idris al-Sarraj, may God protect you, and may God’s peace and mercy be upon you, for the goodness of our Lord, may God grant him victory. And after that, we have been informed that a soldier kidnapped some people’s house and called him to you his opponent, so you arrested him, beat him up, and put him in prison. Know that our Lord, may God grant him victory, created an office in which the military’s leaders were present, and people from the office’s people, according to their laws, judged the perpetrator of the crime, each one, and what they deserved in the law, by beating and imprisonment. Binding is a care for their organization. Every worker from the day this office is set up does not judge the military. Yes, if something like this happens, the worker directs him to prison and does not release him until the one in charge of the prisoners comes from the military and he and his opponent know the matter. This is if the military is against someone who is from his subjects. This work and Marrakesh and other countries and Fez is one of the cities of our Lord. If the prison appears to the worker, otherwise let him direct it to me with his opponent if it is a matter that does not deserve imprisonment. Now he directed the soldier to rebuke someone else, and this is one of the matters for which he set up. The Diwan, the perpetrator strikes in front of the soldiers, and a man over their heads raises a voice. This is such-and-such action, and such-and-such is permissible according to the law of the people of the Diwan and the leaders of the military and the military, and they stand on it as if there were birds on their heads. As for the worker, if he rebukes him in Medina for something, there will be no result of the Diwan, and if one of the soldiers or ten hears him, then he will fail to attain experience for the entire army. And this is what happened to the decree of our ancient Lord, and may peace and love be upon you on the 8th of Rabi’ al-Thani in the year 1282 and we.
