This pamphlet is an istiftaʾ (a formal question for a fatwa) regarding the ruling on whether huqqah, chilam (a type of traditional pipe), or tobacco in the form of naswar are prohibited and whether those who use them are considered non-believers. The response given is that the person remains a Muslim, as there is a difference of opinion on the prohibition of chilam and naswar. The pamphlet also mentions fatwas from some scholars of that era who gave rulings on this matter. At the end of the pamphlet, the reproduction of seals (signatures) is noteworthy. In addition to the seal of the author of the pamphlet, Murid Muhiyy al-Din Nushahrawi Qadiri, the opinions and commendations from other scholars regarding the pamphlet are also significant historical records.
