at Kuwait by the Shaikh of Kuwait (Aḥmad al-Jābir Āl Ṣabāḥ), asking him to confirm whether the Government of Iraq had passed legislation preventing Kuwaiti subjects from owning land in Basra or from registering it with the Tapu Department. The correspondence discusses offers of assistance made by the Mutasarrif of Basra to Kuwaiti nationals, on the condition that they register as Iraqi subjects, and also contains details of Kuwaiti merchants holding property in Iraq.
