Much of the correspondence is between Charles Belgrave, Adviser to the Government of Bahrain; a number of different Political Agents in Bahrain and Lieutenant-Colonel William Rupert Hay, Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. . Also enclosed is one letter in Arabic sent to Belgrave from Shaikh Salmān bin Ḥamad Āl Khalīfah regarding the issue (folio 14). The file also contains a copy of Kuwait's civil list payments that was sent to Hay by Lieutenant-Colonel Arnold Crawshaw Galloway, Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in Kuwait (folio 59).
