In the letter, Abbas Meerza expresses his satisfaction with the services rendered to Persia [Iran] by Captain Isaac Hart of the 65th Regiment of Foot, and requests that the Duke of Wellington be solicited so that a ‘special mark of favour’ may be bestowed upon Hart.
