This file contains correspondence between British officials in Kuwait, Iraq, Britain and India concerning the political implications and practical logistics regarding a proposal to construct a port under Iraqi control in Kuwaiti territory (and a related proposal to link the port to Basra by rail).
Subsequently, the correspondence discusses an alternative plan to construct temporary port facilities for military use at Umm Qasr in Iraq, that was eventually followed instead. As well as the details of these specific proposals, the correspondence also discusses relations between Iraq and Kuwait, and Britain's position in both countries.
The majority of the correspondence is between British officials but the file also contains a limited amount of correspondence between the Ruler of Kuwait, Shaikh Ahmad al-Jaber al-Sabah and the Political
