The addressees of the farman, Husayn's brother Mu'in al-Din Sultan Ahmad and Sharaf al-Din Mahmudi are to protect the shopkeepers near the zaviyah-yi mutabarrikah in Ardabil whose shops were donated as vaqf to the zaviyah by Shaykh Sadr al-Din. Furthermore, the shopkeepers are exempt from paying any taxes but the trade-tax (tamgha').
