A petition signed by Osman Selahattin el-Mevlevi, addressed to the Mayor, stating that Painter Niko, one of the Craftsman Journeymen, worked as a journeyman in the construction of the Yenikapı Mevlevi Lodge, that he was observed to be knowledgeable in the science of architecture, and that he asked him to request that the name of the said person be recorded here, as he had heard the news that the journeymen would be registered and a regulation would be prepared.
