Mustafa Hayri's sealed memoirs stating that an order was received from the Ministry of Treasury regarding the accounting of the farms under its management, giving them to tax farming and tendering them, and that although a commission consisting of Malik and Ata Efendi was established under the chairmanship of İsmail Bey Efendi, it was disbanded and some self-interested people were following this work.
