For an education, training and research infrastructure that meets the requirements of the age and can compete with the world, universities must have the infrastructure that can at least access the information produced in their fields and make this information available to their users 24/7. It can be argued that in a university lacking this infrastructure, the world's knowledge and experience cannot be utilized sufficiently and even unnecessary time and money are spent to reproduce previously produced knowledge and experiences. However, when we look at the leading universities in the world, we see that these universities make serious investments in their libraries and take the necessary measures to ensure that these investments are sustainable. To give an example; The average purchasing budget of Australian and New Zealand university libraries per institution is $9,386,523, and the lowest purchasing budget is $5,196,342. The average publication purchasing budget per institution in American and Canadian universities that are members of the American Research Library (ARL) is 10,388,129 dollars, and the lowest publication purchasing budget is 3,823,732 dollars. In terms of library staff, the minimum number of staff in Australian and New Zealand university libraries is 53, and the minimum number of staff in American and Canadian universities is 117.
