The place and importance of electrical energy in our lives is undisputed. The supply, continuity, price and accessibility of electrical energy are important. But another important issue is the source of electrical energy. It is necessary to determine whether the way electrical energy is produced violates fundamental human rights such as the right to life and the environment, and if there is such a danger, the nature of the state's obligation in this regard. In the first part of our study; Energy is defined and its place in human life throughout history is examined, then energy types and sources are revealed, and the effects of energy sources on our environment are mentioned. In the second part; The history and legal regime of the electrical energy supply activity in our country have been examined, the legal regulations in our various laws regarding electrical energy have been put forward, and the electrical energy supply activity has been evaluated within the scope of the duties of the administration. In the third part; The world's need for renewable energy was pointed out, in this context, the policies followed in our country and the European Union were mentioned, one of our most fundamental rights, the right to life and the related environmental right, was defined and its relationship with renewable energy-based electricity production was revealed, and as a result, the legal nature of the state's supply of renewable energy-based electrical energy within the scope of these rights was discussed., Effects and importance of electricity in our lives is undisputable. Accessibility of electric energy depends on its supply, continuity and price. But another important point is the source of the electrical energy. It is necessary to conduct studies and make investigations in order to determine whether the way of producing electricity energy affects basic human rights and if so what are the obligations of governments on such occasions. In the first part of our study; Definition of energy and its place in human life throughout history has been examined. After that different types and sources of energy were exhibited and the effects of these sources on nature are mentioned. In the second chapter; The history and legal regime of the electricity supply activity in our country is investigated and legal arrangements that are in some of our legislations in relation to electric energy has been presented in addition to those, evaluation of supply activity has also been made within the scope of managerial duties. Last part of our study refers to the need for renewable energy in the world, in this context policies of European Union and our country have been addressed. Our basic human rights -right to live and in conjunction with that our environmental rights- have been defined and their relationship with electricity production using renewable energy sources has been revealed. In conclusion, in the light of the aforementioned rights, legal nature of the governments position to demand electricity energy sourced by renable supplies has been discussed.
