Charles V. assigned his brother, Ferdinand I. to manage the affairs of Holy Roman Empire of the German Nation on his behalf because Charles V. was always busy with the situation of his Spanish kingdom and the French danger. Controlling the Empire was very difficult at the time of Ferdinand I. because it faced two dangerous problems. The first difficulty was Martin Luther, and the second one was the Ottoman threat.
