Raqam addressed to the mayors (kadkhudayan) and village elders (rish safidan) of the district surrounding Arzan: The royal army has been sent to subjugate rebels (ashrar/ mufassidin); Mirza Riza-'Ali divan baygi is ordered to accompany the army as a local guide in the area of Arzan and Zhavah Rud. In the meantime, the outstanding taxes of these districts are to be payed to him or to be transferred according to his orders.
