Notlar	After the Passarofic Treaty signed in 1718, some reform movements are being carried out from the one side in the general sense in the whole country. On the other hand, Istanbul is begun to be reconstructed from the beginning, or rather to be beautified with new pavilions, gardens, and coastlines. Damat Ibrahim Pasha, who is trying to establish good relations with the European chiefs who reside in Istanbul moves in the direction of the new foreign policy pursued on the reforms, will also be able to see the scientific developments there by acquiring information about the Western world and also to develop friendship between the two states at the same time, in 1720, Yirmizekiz Mehmed Çelebi was sent to Paris in the capacity of "Extraordinary Messenger." Fransa sefâretnâmesi is one of the important consequences of this multilateral initiative and is of importance in this regard. A copy of the manuscript found in the Topkapi Palace Library is required to carry a different and reliable piece of literature from the texts made up to this day. This publication combines both the original and the new text and its simplification, as well as the story of the book and the author.
