Notlar In the Ottoman Empire, which spreads to a great geography, the development of highways has been regarded as crucial in ensuring communication between the center and the administrative units, the transportation of armies, the transport of trade caravans and the safe travel of people. The empire, which is trying to establish a strong transportation network, formed a number of institutions and service groups and established military, social and commercial facilities (such as ribat, inn, caravanserai, derbent, range) on the highways to meet the needs of passengers, caravans, journalists and armies. It has been an important contribution of all these institutions in the development of the Anatolian road network. Before the Tanzimat, the state's transportation policy consists of preserving the existing roads and repair works mostly done for military purposes. However, since the Tanzimat period, economic, political and military reasons have begun to be emphasized. The government intended to use transportation effectively, to solve the problems of trade and agriculture by giving importance to transportation. Starting from the Mahmut period, the emphasis on highway construction studies has begun. During the reign of Abdülhamit, the work in this area was intensified. The necessary infrastructure has been prepared by making some legal arrangements related to the subject. In addition, the obligation to publicly work on the construction of highways has been put in place and financial difficulties have been tried to be overcome. Halil Rifat Pasha, who wants to reach every region in the framework of "you are not the place you can not go" principle, has tried to pass the road construction projects all over Anatolia.
