Notlar Henry R. Labouisse (1904-1987) was a distinguished American diplomat and international public servant. He served as director of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) from 1954 to 1958 and as executive director of the United Nations Children's Fund (UNICEF) from 1965 to 1979. He also served as a United States government official working on the formation and implementation of foreign economic policies during World War II and the 1960s.
