The dispatch approves of the actions taken by Lieutenant Mallard, and agrees for his acquittal and restoration to duty. A note in the margin of the dispatch suggests that the approval relates to Mallard's decision to jettison overboard 35 of 55 cases of mirrors, that were being transported to the King of Persia.
