Notlar Letter, written on black edged mourning paper, regarding the resurfacing of the Cabul question following the arrival in Cabul [Kabul] of an envoy from the Czar of Russia, despite the Emperor having stated several days earlier that he had not given the authority for any such action.The letter goes on to inform Pelly of Lord Lytton's response in requesting permission to send a mission there too, which was approved, but that it had been put on hold following the death of Abdulla Tan; and that he was attempting to encourage the Government to take a firm stance in order to keep Russia out of Cabul.The letter concludes by informing Pelly that he returns to work at the India Office that week.The mourning paper is likely to be in memory of his wife Evelyne who died on 22 April 1878. | 2 folios | more | less
