Notlar The letter is enclosing a copy of a communication for the information and guidance of the Resident; a copy of a letter from Francis Warden to Major General Sir William Grant Keir, Commander of the British forces proceeding to the Persian Gulf, dated 28 October 1819.The enclosure outlines the opinion of the Bombay Government on why piracy has increased in the Persian Gulf, and its position that only the British are in a position to restore order. To this end, it seeks the General's opinion on a number of proposals, and outlines the advantages and disadvantages of each:A proposal to station British forces on the island of Kishma [Qeshm] for the purpose of suppressing piracy in the Persian Gulf.A proposal to transfer the Residency from Bushire to the island of Kishma.A proposal to establish a commercial factory on the island of Kishma.It also asks for any ideas the General may have on how best to enforce maritime regulations in the Persian Gulf.
