Notlar	Kemball states that he has written to Sheikh Sultan ben Suggar [Sultan bin Saqr], the ruler of Ra's al-Khaymah and Sharjah, advising him that, as per the Council's orders, compensation to his subjects affected by acts of piracy, murder and other such acts, will be paid directly to the persons affected, and not through himself as ruler.
