Included with the ordinance are notes by the following individuals: Chaim Weizmann, President of the British Zionist Federation; Colin Campbell Garbett, Assistant Secretary for the India Office; Sir Edgar Bonham-Carter, Judicial Secretary, Baghdad, and Lieutenant-Colonel Evelyn Berkeley Howell, Revenue Secretary, Mesopotamia.
