Notlar Letter regarding a despatch from Sir Henry Rawlinson to Lord John Russell, 17 May 1860 in which Pelly was instructed to travel Eastward to Herat and Caubul [Kabul] and then on to meet with his Lordship in India.The letter encloses copies of Pelly's previous despatches 1-10 (folios 11-30) showing the seriousness of the Persian defeat at Merv and the present crisis in Persia following the destruction of the force which had been responsible for protecting the Eastern Persian frontier.The letter also gives Pelly's thoughts and opinions on the Governor of Herat, Sultan Ahmed Khan, describing the difficulties that he has faced as Governor and suggesting that a treaty of friendship between Herat and the Indian Government could be beneficial to both parties.The letter also discusses a subsidy that had previously been proposed to be granted to the Governor, and suggesting instead that guns and ammunition would be much more helpful; and concurring with Sir Henry Rawlinson that an English Officer should be stationed in Afghanistan, and that such an officer's duty should be to observe events there.The letter concludes by relaying Sultan Ahmed Khan's message to the Viceroy that he is ready to obey whatever orders the Viceroy may wish to send him. | 2 folios | more | less
